The Uttar Pradesh Real Estate Regulatory Authority (UP RERA), on May 29, 2026, notified the 11th Amendment to the Uttar Pradesh Real Estate Regulatory Authority (General) Regulations, 2019, revising requirements relating to Chartered Accountant certification, project bank account management, and compliance obligations of real estate agents.
The amendment substitutes the existing Form REG-3 for Chartered Accountant certificates under Regulation 3(a) with a revised format and provides that the Real Estate Project (Maintenance and Operation of Project Bank Accounts) Directions, 2020, as amended from time to time, shall form part of Regulation 53 governing project bank accounts. The notification also renames Regulation 54 as “The Real Estate Agent Enrolment, Training, Certification and Statutory Compliances” and introduces new record-keeping and reporting obligations for registered real estate agents.
Under the newly inserted provisions, real estate agents must maintain transaction records, including cash books, journals, ledgers, and customer registers for at least five years, and submit quarterly transaction and employee details to the Authority within 15 days of the end of each quarter. A late fee of ₹10,000 will apply for delayed submissions. The amendment comes into force from the date of its publication on the Authority’s website.
